The APIR framework outlines a process for identifying a person’s needs, planning effectively and taking action to address those needs. This process helps Connexions advisers to coordinate coherent service delivery to those people who may be facing significant or multiple barriers to learning or work.
Assessment - to develop a picture of a person’s needs in order to inform the development of a plan which enables them to progress in life.
Advisers gather information on a person’s strengths and needs based on 18 specific areas of their lives. The information gathered is then plotted onto a graph (known as the wheel) and this provides a visual snapshot of the person’s current situation.

Planning - to agree a series of actions that will help the person to achieve their aims and/or overcome any barriers to education, training or employment.
Following the assessment, a SMART (specific, measurable, achievable, realistic, time-bound) action plan is developed.
Implementation - to work with the person to ensure that all agreed actions are taken.
The action plan that has been developed is then implemented by the person, the adviser or by other agencies as necessary.
Review - to remain in contact with the person to review their progress and adapt or develop plans as necessary.
